Abstract
Agricultural research and development policy and institutional structure in Thailand pay little consideration to the whole value chain from farm to watershed, biophysical and social aspects of the agroecosystems. In 2015, the Agriculture Division of the Thailand Research Fund (TRF) initiated a policy to establish Precision Agriculture (TRF-PA) Research Network and later, in 2019, was supported by the Thailand Science Research and Innovation (TSRI). TRF/TSRI-PA assisted the Division in formulating, consulting, supporting, and monitoring research projects by creating a TRF-PA ecosystem for collaboration between small farms and researchers from multi-disciplines and funding agencies. The Network implemented a framework with three precision agriculture research components, namely, Precision Agriculture Technology (PAT), Database-Modeling-Decision Support System (DMD), and Precision Agriculture Prototype (PAP). During 2015-2019, the Framework co-innovated PAP-rice, PAP-tangerine, PAP-longan, PAP-durian, PAP-oil palm, PAP-jujube, and PAP-duckweed. In conclusion, the policy has demonstrated the effectiveness and efficiency of the Framework as a mechanism towards precision agriculture in Thailand, which was based on a collaborative approach between farmer/producer, researchers and funding agency to achieve a common goal with understanding and data. Based on international experiences, this article provides a constructive framework and a case study for implementing the new policy.
