Enhancing Dashboard Usability Through Navigation Design: A Case of Thailand's Strategic Research Area Initiative

Abstract
This study applies the Design Science Research (DSR) methodology to develop and evaluate a taxonomy-based navigation system for dashboards supporting the Strategic Research Area (SRA) and Pre-SRA initiative in Thailand. Existing dashboards were found to be fragmented, reliant on bar charts, and limited in navigation support, hindering users' ability to interpret complex socio-economic and spatial data. The proposed artifact introduced a taxonomy system and three-tier navigation structure - global, local, and contextual - guided by six usability indicators: ease of learning, consistency, feedback, clear labels, visual clarity, and appropriateness. Evaluation with 20 provincial project coordinators demonstrated favorable usability outcomes, particularly in ease of learning and appropriateness, while qualitative feedback emphasized the need for clearer system responses and more diverse visualization formats. The study contributes practical insights for improving government data platforms and theoretical contributions linking navigation design to cognitive and information-processing principles.
