Abstract
This paper proposes a method to design both CMOS and BiCMOS latch by determining three constraints, the circuit power dissipation, the circuit area and circus speed. The meta-stable operation is observed as considering all tree constraints. All simulation result have been carried out based on 0.8 μm design rule by using PSPICE program simulator. © 2000 IEEE.
