Abstract
This paper proposes an approach to off-line handwritten Thai character recognition by using the fuzzy linguistic rules. The recognition process is divided a character image into 3 segments, while the characteristics of the histogram of each segment play a significant role in identifying the character. The experiments have been conducted to recognize both single characters and written documents. The average recognition rate is 80.85%.
