Strategically located as gateway to northeast and part of the East-West Economic Corridor, Nakorn Ratchasima is a major industrial and transportation hub in Thailand. However, during monsoons season, this province experiences with flooding, impacting both residents and industries. This work aims to help the decision maker to determine the location of emergency flooding shelters beforehand. We apply the scenario-based P-median model. The 5-year historical data of population and travel distance data in each district were used. Additionally, we investigated three test scenarios to find a contingency plan to handle flooding when some emergency flooding shelters are not available and the redundancy of emergency flooding shelter is required.
